Julian's father died in the war. FPA had a law called "Serviceman Wartime
Welfare program," which would let anyone in the military to take
guardianship of orphans like Julian. The government would give a sum of
money for raising such orphans, but the money must be returned (probably as
a mortgage) if the child choose not to go to military school/military.
Caselnes thought Yang is too unorganized and sent Julian to him. =)
