Can you pick staff from other universes? I'm sure Justy Tylor would
be great in Yang's fleet. I'm sure the Alliance Navy would
specifically assign him to 13th fleet just to get him out of their hair.

(No, I don't think Miles Naismith would do well as a staff member.
Besides, Yang would be driven to add even more brandy to his tea
if Miles were one of his subordinates.)
