In my opinion, they could be lovers. However, it's not likely as Tanaka-sensei
apparently is rather uncomfortable with the idea... They're at the very least
in _love_, either as friends or as something else, even if they never did
anything physical about it. The manga depicts a lot of very casual touching
that suggests either familiarity or comfort with each other's physical
presence.
If it were another time, another life, I could see them just being lovers. As
it was... well, who knows.
